The Cleaner Greener Southern Tier Plan

The New York Cleaner, Greener Communities Program empowers regions to create more sustainable communities by funding smart development practices. The Cleaner Greener Southern Tier Planning Team worked with public and private experts across a wide range of fields, community residents, and businesses to develop a regional sustainability plan and a set of ‘Top 22’ priority projects that will improve the economic and environmental health of our area.

This effort will guide integrated, sustainable solutions, from state and local investments to regional decision-making. Steuben, Schuyler, Tompkins, Chemung, Tioga, Broome, Chenango, and Delaware Counties worked together to develop this Plan. By building on existing plans and programs around the region, the project encouraged greater regional collaboration and action. Priority projects will be eligible to apply for future state implementation funding.

With the NYSERDA-funded Cleaner Greener Southern Tier grant coming to a close, it’s time to work together on implementation.

The Top 22 priority actions can be found by clicking the categories to the left. The actions are described in much detail in the plan. The actions provide local governments, businesses, institutions, agencies, and non-profits with information about specific steps they may wish to take to help the region meet its goals.

Many of the projects will require new funding and grant applications; others may be able to be initiated with existing budgets and staffing.

We encourage you to review the Governance chapter for some specific ideas for how we can work together to implement the key actions in this plan.

Energy and GHG Emissions Actions:
Promote energy efficiency and renewable energy in residential and commercial buildings
A large-scale, region-wide program that provides education, financing, up-to-date information, and application assistance to homeowners and businesses interested in reducing their energy usage.
Develop a regional energy roadmap
Will establish a detailed plan to achieve the Southern Tier’s desired energy portfolio.
Explore and create financing options for renewable energy and energy efficiency systems
Will provide more flexibility in financing energy improvements, and help fill gaps identified in State and Federal programs.
Facilitate deployment of solar photovoltaic and solar thermal systems
Will increase regional production of electricity, heat, and hot water using energy from the sun.
Facilitate use of biomass for heating
Will increase use of wood and, potentially, fast-growing renewable crops.
Facilitate use of combined heat and power in private development projects and public facilities
Combined heat and power uses “waste” heat from the combustion process to heat buildings.
